What Happened During the Incident on 4 January?

The incident occurred on 4 January 2026, when police control rooms dispatched PC Richards single-crewed to a busy roadside following urgent calls from members of the public. Reports indicated that an unidentified male was experiencing an acute mental health episode and was actively shouting threats at passers-by and drivers in oncoming traffic.

Upon arriving at the scene, PC Richards observed that the individual was visibly in the midst of a severe mental health crisis. A family friend who was present at the location informed the officer of the man’s identity and explained that he had lost access to his prescribed medication.

As reported by Pete Gavan of Bristol Live, PC Richards recalled the critical moments leading up to the assault:

“I suggested potentially taking him to hospital to get his medication sorted, but prior to doing that I wanted to establish who he was, to work out the risk.”

How Did PC Richards Sustain Her Injuries?

While attempting to engage with the individual and de-escalate the situation, the man unexpectedly launched a physical attack without warning. As documented by Pete Gavan of Bristol Live, PC Richards stated that “out of nowhere” the suspect delivered a heavy punch directly to the side of her mouth.

The force of the blow knocked the officer off balance, forcing her to step back directly into the path of a busy roadway. Fortunately, the traffic at that moment was stationary, and PC Richards managed to come to a stop directly in front of a queued vehicle. The violent impact dislodged her radio earpiece, but she managed to regain her composure sufficiently to call control for immediate reinforcement units.

Despite the severe force of the strike—which resulted in a split, heavily bleeding lip, loosened teeth, and a concussion—PC Richards maintained her situational awareness as the suspect fled the immediate scene.

Why Did the Officer Enter the Property Alone?

Following the initial attack, the suspect fled into a nearby residential property. Standing outside, PC Richards immediately heard loud screaming and shouting emanating from inside the residence.

Recognising the severe potential risk to the occupants inside and the danger to the public if the suspect re-emerged armed with a weapon from the property, PC Richards made the tactical decision to enter the building alone before backup arrived.

As reported by Pete Gavan of Bristol Live, PC Richards detailed her thought process during the dangerous entry:

“Obviously, I had concerns about what was happening inside – other people’s safety, and my safety as well, if he was to come back out with anything, having potentially gone into a kitchen. So my priority was to detain the man as quickly as I could to protect myself, but also members of the public.

“So I made sure I had other units coming, then entered the property, and the man started walking towards me with his hands up. I arrested the man for the assault on myself, and then got him outside the property while I waited for more units to arrive.”

PC Richards held the suspect outside the premises for approximately five minutes until additional police units arrived at the scene. It was only after handing the suspect over to arriving colleagues that the full physical impact of her injuries became clear.

“It was at this point that I could feel the blood trickling down my face, and it was maybe a five-minute wait until backup came, at which point they stepped in, and then I stepped away and realised the extent of my injuries.”

PC Richards was subsequently transported to a local hospital, where she received medical treatment for her split lip, loosened teeth, and head trauma.

What Was the Legal Outcome and Federation Response?

The offender was taken into police custody and formally charged with assault causing actual bodily harm (ABH). However, during subsequent judicial proceedings, the court ultimately granted the suspect an absolute discharge, taking into account his acute mental health crisis at the time of the offense.

Commenting on her award recognition, PC Richards expressed humility regarding her actions. As reported by Pete Gavan of Bristol Live, PC Richards stated:

“I was surprised, to be honest. I feel like you do this job not to be thanked or recognised. It was an incident that affected me, but I felt very honoured to get it for what I felt was just doing my job. I can’t thank my team and my supervisors enough for their support.”

Leadership within the police force praised the officer’s commitment to public safety. As quoted by Pete Gavan of Bristol Live, Avon & Somerset Police Federation Chair Tom Gent remarked:

“Despite the high risk and pressure and already having been violently assaulted, Emma did not hesitate to detain this offender, helping to protect the public, the offender themselves and other officers. Her courage, resilience and unwavering commitment to duty exemplify the highest standards of policing and make her truly deserving of recognition.”

PC Richards is scheduled to formally receive her honour at the Avon & Somerset Police Federation Recognition Awards 2026 ceremony on Thursday, 15 October 2026.

Background of the Particular Development

The Avon & Somerset Police Federation Recognition Awards are held annually to highlight instances of exceptional courage, dedication, and service by officers operating within the force’s jurisdiction. Police officers in the United Kingdom frequently attend emergency calls single-crewed, particularly during initial responses to disturbance reports or welfare checks.

In recent years, frontline policing across the United Kingdom has increasingly involved responding to incidents where individuals are experiencing severe mental health crises. Police federations across the country have consistently drawn attention to the risks faced by solo responders when attending complex incidents involving unmedicated or distressed individuals in public spaces. The award presented to PC Richards highlights both the physical hazards inherent in solo response policing and the official protocol of formal recognition within UK regional police federations.

How This Development Can Affect Frontline Police Officers and the Local Community

This development and the public recognition of PC Richards are likely to have several distinct effects on frontline police officers, police federation policy, and the wider local community:

  • Impact on Frontline Police Officers: The recognition of PC Richards’ actions reinforces morale among frontline staff by formally validating the personal risks officers undertake daily. However, the operational details of the incident may also prompt further internal discussions among officers regarding the safety and risk management of single-crewed deployments when responding to high-risk mental health calls.
  • Impact on Police Federation and Force Policy: The high-profile coverage of this award could lead the Avon & Somerset Police Federation to advocate more strongly for review mechanisms regarding single-crewed dispatch protocols for calls involving known mental health crises, potentially influencing operational safety guidelines for future emergency responses.
  • Impact on the Local Community: For the local community, the outcome highlights both the reliance on police as primary responders in mental health emergencies and the complex interaction between the criminal justice system and mental health care provision, as demonstrated by the judicial court’s decision to issue an absolute discharge.
